The ground under Arlington isn't one soil
The Handbook of Texas describes Tarrant County as four natural regions laid west to east: the Western Cross Timbers, the Grand Prairie, the Eastern Cross Timbers and, in the southeast, the Blackland Prairie. Each has different soil, from shallow clay over limestone to deep loam. The Texas Almanac calls Blackland soils "cracking clays" and says their shrink-swell behavior can seriously damage foundations.

Permits, briefly
Rules differ from city to city here. Grand Prairie requires a permit for any residential foundation repair and asks for a stamped engineer's letter and plans before it issues one. The City of Arlington has required building permits for structural repairs to foundations since November 1, 2011, according to its Permitting & Inspections page. The city points to its technical bulletins for details, which we haven't reviewed, so call Planning and Development Services at 817-459-6502 (City Hall, 101 W.
